Paul directs the UK Sustainable Chemistry Team that specialises in chemical risk assessment, with roles in both policy development and evaluation on the regulatory side and regulation interpretation and implementation on the industry side.

Paul holds personal positions on several UN committees dealing with Ozone Depletion (Montreal Protocol) and Climate Change (Inter-Governmental Panel on Climate Change). He is particularly active in the field of energy efficiency and sustainable construction in the built environment and acts as a Technical Expert for the UK’s Building Research Establishment.

A chemist by training, Paul has a significant reputation in the chemical regulatory field where he managed a number of substance Task Forces prior to REACH and was a considerable thought leader during the development of REACH. He has particular knowledge of regulatory issues surrounding the treatment of reactive thermosetting resins and is active in a number of key areas relating to the extension of REACH in the polymer field.
