Embedding Net Zero into Local Authority Financial Appraisals

As many local authorities move to implement their climate strategies and action plans, we have observed a need to better align decision making with Net Zero commitments. Many local authorities have told us that existing processes simply do not accommodate sufficient carbon consideration. This is also commonly combined with a lack of education and understanding of why carbon impact is important.

This means that even after climate emergency declarations are made and ambitious action plans drafted, decisions are still being made to lock in more carbon-intense outcomes when alternative lower-carbon options may be available. Such decisions may also mean that longer-term socio-economic co-benefits and opportunities are overlooked.

We have now supported a number of councils to evaluate their current investment appraisal process and develop a carbon calculation tool to help improve the investment decision making process. One example is assisting Cheshire East Council with:

  • Decision approval process mapping
  • Development of revised protocols and enhanced business case documentation
  • Delivery of workshops and training
  • Provision of a supplementary project calculator tool
  • Bespoke tailoring of the project calculator tool based on capital and revenue strategies

In this webinar, speakers shared insights from this project and experiences of driving change within decision-making processes.
